Patrick Rohr 97ae103e4e Wait for the clat interface to be created 
Clat interface creation is not always part of the second
LinkPropertiesChanged callback. This change processes
LinkPropertiesChanged callbacks until the clat interface has been
created, or no more LinkPropertiesChanged callbacks are received.
