Junyu Lai 35d2c6a7f3 Add integration test for Wifi P2p Group Owner Network Agent 
This exercise tests the flow from WifiP2pManager APIs to the
network callbacks fired by the ConnectivityService, on a
single device.

This change also makes utilities under
com.google.snippet.connectivity into a java library so they
can be reused by other modules.
