Junyu Lai fea137ae76 Refactor: Stop caching PackageManager in SatelliteAccessController ... Stop caching per-user PackageManager instances to avoid potential race conditions. The previous implementation relied on the ordering of ACTION_USER_* and ACTION_PACKAGE_* broadcasts, which is not guaranteed across Android releases. This change refactors the code to fetch the PackageManager on demand, ensuring correctness and robustness. Corresponding tests have been updated.
