Chiachang Wang fe1363057c Remove Vpn and LockdownVpnTracker from vpn-jarjar-rules 
The classes in the vpn-jarjar-rules are used for
ConnectivityServiceTest. As the dependency are removed from the
ConnectivityServiceTest, it's no longer needed. Remove these
two classes from the jarjar-rules.
