EthernetTetheringTest#testTetherZeroLengthDhcpPacket requires the latest NetworkStack module, otherwise, the test will fail due to the loss of the fix. Apply @NetworkStackModuleTest to exclude this testcase from target test suite CtsTetheringTestLatestSdk.
