- Replace the PackageManagerInternal#getPackageList() with
receiving PACKAGE_{ADDED|REMOVED} intent.
- Also remove the onPackageChanged method because the traffaic
permissions(INTERNET, UPDATE_DEVICE_STATS) are not changed after
package changed(Disable or enable package).
