Test: FrameworksNetTests
adb shell device_config put connectivity actively_prefer_bad_wifi
+ check that dumpsys updates
Test: at this patchset tests fail with :
Permission denial: reading from settings requires:android.permission.READ_DEVICE_CONFIG
