Fix current leaks in ConnectivityServiceIntegrationTest, which leaked the ConnectivityService and CarrierPrivilegeAuthenticator handler threads, and enable the checks. Using @DevSdkIgnoreRunner.MonitorThreadLeak ensures that tests properly cleanup threads (in particular handler threads), as many leaked threads could affect other tests.
