Junyu Lai cf8688deab Address review comment at ag/34147135 ... This includes: 1. Fix Race Condition: The call to `logRequest` is moved before `trackUidAndRegisterNetworkRequest`. This prevents a race condition where the `NetworkRequest` object could be modified on the handler thread before its initial state was logged. 2. Clear Metrics on Pull: The metrics map is now cleared after the data is pulled. This changes the atom from a cumulative counter to a periodic one, simplifying server-side aggregation.
