Junyu Lai bebd4090ae Add NetworkCapabilities transport types into NetworkIdentity. 
This change updates NetworkIdentity to have NetworkCapabilities
transport types for improved network identification, and updates
NetworkIdentitySet for backward compatibility with older data.

Flag: EXEMPT implemented in the counter-part CL
