Cody Kesting a5e2cef12e Add ConnectivityDiagnosticsManager to System Server. 
ConnectivityDiagnosticsManager should be accessed through
Context#getService. In order for this to be possible, it needs to be
defined as a service inside SystemServiceRegistry.
