Run MultinetworkPolicyTracker and DataConnectionStats callbacks on the ConnectivityService handler thread. Previously the callbacks would be using the SystemServer foreground thread (Looper.myLooper()), or the broadcast thread for the MultinetworkPolicyTracker BroadcastReceiver.
