Lorenzo Colitti 86625b4734 Add a ContentResolverWithFakeSettingsProvider class to testutils. 
This makes it a bit easier to use FakeSettingsProvider and
get settings change notifications. It's still difficult because
the ContentResolver#registerContentObserver methods are final and
cannot be subclassed, but at least it removes the need for some
boilerplate code.
