Kangping Dong 74a6ca6478 [Thread] prefer only ML-EID in case OMR is missing 
This is to avoid applications uses Aloc address for source address which
would cause issues when there are multiple devices sharing the same
Aloc.

Bring the Thread networking protocol to Android.

Try Thread with Cuttlefish

# Get the code and go to the Android source code root directory

launch_cvd

Open https://localhost:8443/ in your web browser, you can find the Thread demoapp (with the Thread logo) in the cuttlefish instance. Open it and have fun with Thread!
