Kangping Dong 62eac0132d [Thread] unify synchronous controller API for testing 
This commit creates the new `ThreadNetworkControllerWrapper` class to
unify the asynchronous version of the ThreadNetworkController API to
simplify Thread tests.

Test: atest ThreadNetworkIntegrationTests
