Motomu Utsumi 6e7529bccd Avoid fd to be closed by ParcelFileDescriptor's finalizer 
testDropPacketToVpnAddress is flaky since ParcelFileDescriptor's
finalizer closes fd and makes fd invalid.
This CL fixes this issue by keeping the reference to
ParcelFileDescriptor.
