Starts L2capNetworkProvider in ConnectivityService. Alternatively, this could be moved to ConnectivityServiceInitializer instead in a follow up. When L2capNetworkProvider is created, it starts a handler thread, so makeL2capNetworkProvider must return null in tests as otherwise the thread leaks.
