Kangping Dong 5fd72324ce [connectivity] redact NeworkSpecifier in NetworkCapabilities ... The existing NetworkCapabilities class redacts only TransportInfo and leaves NetworkSpecifier as it is. This is counter-intuitive and the specifier should be redacted along with TransportInfo as well.
