Handa Wang 5fc74b9fd8 [Thread] Make ThreadConfiguraiton a system API 
This CL adds 3 things as @SystemApi:
- The ThreadConfiguration class except the Builder nested class.
- The ThreadNetworkController#registerConfigurationCallback method.
- The ThreadNetworkController#unregisterConfigurationCallback method.

Bring the Thread networking protocol to Android.

Try Thread with Cuttlefish

# Get the code and go to the Android source code root directory

launch_cvd

Open https://localhost:8443/ in your web browser, you can find the Thread demoapp (with the Thread logo) in the cuttlefish instance. Open it and have fun with Thread!
