Lorenzo Colitti 57957fe8a1 Make TestConnectivityManager send CONNECTIVITY_ACTION. 
The tethering code still depends on CONNECTIVITY_ACTION for
upstream selection. Make TestConnectivityManager send these
broadcasts.
