Colin Cross 558f56bd10 Mark packages/modules/Connectivity apps in updatable apexes with updatable: true ... Set updatable: true for apps that are embedded in updatable apexes. This replaces the top down propagation that was automatically setting the flag in order to unblock support for incremental Soong analysis.
