markchien 49e944cc1c Remove ConnectivityManager swapActiveStatsMap API ... swapActiveStatsMap is temporary added for the NetworkStatsFactory to call BpfNetMaps#swapActiveStatsMap in tethering mainline module. Now NetworkStatsFactory already be mainlined, calling BpfNetMaps#swapActiveStatsMap directly.
