Add a mutability flag to the PendingIntent ...
From S, it's required to specify explicitly either FLAG_MUTABLE
or FLAG_IMMUTABLE when creating a PendingIntent. Thus, add a
mutability flag to the PendingIntent in ConnectivityServiceTest
that doesn't specify it before.
