Paul Hu 3e88b748ef Create the TetheringFeatureFlags class ... Currently, Tethering feature flags are located in TetheringConfiguration or other classes. However, not all flags are truly related to the tethering configuration. Therefore, create the TetheringFeatureFlags class to centralize and manage these feature flags more easily.
