This CL contains following enhancements: - Enforce NETWORK_SETTINGS permission for ThreadNetworkController.setTestNetworkAsUpstream. - Move the setTestNetworkAsUpstream in ThreadNetworkControllerService to make the order of methods more logical. - Update the test case name in BorderRoutingTest.
