Jimi Chen ab0cdd8fce Increase retry interval for APF packet count assertion ... Adds `retry_interval_sec` to the packet count assertion in `ApfTestBase`. This addresses intermittent test flakiness by allowing more time for the server device to capture offloaded packets.
