Handa Wang 21005edfdf Expose NET_CAPABILITY_LOCAL_NETWORK as public API ... Apps that target an SDK before {@link Build.VERSION_CODES.VANILLA_ICE_CREAM} will not see networks with this capability unless they explicitly set the NET_CAPABILITY_LOCAL_NETWORK in their NetworkRequests.
