Handa Wang 198a3d495a add hidden method setTestNetworkAsUpstream 
`setTestNetworkAsUpstream` allows to specify a test network as the upstream of Thread network. This is going to be used in Thread integration tests. E.g. android.net.thread.BorderRoutingTest.
