The existing NetworkCapabilities class redacts only TransportInfo and
leaves NetworkSpecifier as it is. This is counter-intuitive and the
specifier should be redacted along with TransportInfo as well.

Flag: NONE this has no behavior change for all existing
NetworkSpecifier subclasses because they are not overriding the
new NetworkSpecifier redaction methods
