This exercise tests the flow from WifiP2pManager APIs to the
network callbacks fired by the ConnectivityService, on a
single device.
This change also makes utilities under
com.google.snippet.connectivity into a java library so they
can be reused by other modules.

This commit removes the obsolete CtsTetheringTestLatestSdk target, which
is no longer needed. This target was previously required for CTS to
function on the mainline-prod branch, but with the migration to trunk
stable, these branches no longer exist.

As TetheringManager moves to a Public API, remove the weak
WRITE_SETTINGS permission and use TETHER_PRIVILEGED instead. System
callers can still aquire TETHER_PRIVILEGED, and public callers must be
Device Owner or Carrier App to bypass (to be done in a future CL)

Add a uid and package name to TetheringRequest to keep track of which
app the request belongs to, and also convey this information to Wifi
for later use with resource conflicts.

CtsTetheringTest only appears in mts-tethering-tests-list-user.xml
and not in any other test lists. So remove the MCTS tags that refer to
other MTS suites.

Currently, ConnectivityCoverageTests is manually set to target
SDK 31. This is different from CtsNetTestCasesLatestSdk, and
CtsTetheringTestLatestSdk, which are set to 33 and 31
respectively. Set all of them to 33 via a defaults clause.
ConnectivityCoverageTests must have the same target SDK as CTS
because it includes many of the CTS tests (e.g., everything in
common/).

Using jarjar on intermediate libraries causes issues when they are
combined with other libraries that use different jarjar rules, as the
resulting binary may contain multiple incompatible copies of the
classes. Instead, jarjar should be used on the final artifact, after
combining the libraries.
Ensure NetworkStackJarJarRules is not applied on intermediate libraries
like TetheringIntegrationTestsLib, but instead apply it on
TetheringIntegrationTests or CtsTetheringTest.
