The service-connectivity sources should be in
packages/modules/Connectivity. Move them to
frameworks/base/packages/Connectivity, so that the whole directory can
be moved to the dedicated packages/modules/Connectivity git project.

- Add a new API to get the network ID range of IPSec tunnel
interface.
- Use the new API in IpSecServiceTest to make sure the result is
the same. Follow-up commit will change the logic in
IpSecService#reserveNetId(), the modified test can ensure the
correctness of the new change.

Add a simple test to verify that IDs loop correctly, that they skip used
IDs correctly, and throw when there is no remaining ID.
