Create ServiceConnectivityResources ... Create the ServiceConnectivityResources package, which contains resources Connectivity unbundled from platform resources. Migrate the first few resources from ConnectivityService that have no RRO in AOSP. To avoid boot time impact, avoid loading the resources in the ConnectivityService constructor.
