This class doesn't actually serve a purpose, it only makes
TestableNetworkCallbck more complex.

Some previous setup steps were implemented in NsdManager test cases
hence we couldn't reuse them in Thread test cases. aosp/3377549
introduced more methods in TestableNetworkAgent class which we could use
to get unify the behavior and reduce redundant code.
Not sure if this can deflake the integration test cases.

On U- devices, the ThreadNetworkManager class is not available, so we need to use the service name instead. And we should make sure Thread test cases runs on only devices that does has Thread feature supported.

The test case is flaky because the service is unexpectedly discovered
after it's already unregistered. Probably this is due to that on the
WiFi interface NsdManager somehow didn't hear the goodbye PTR for the
service so it can still 'discover' the service. Limiting the discovery
on test network may help avoid the flake because test network is
cleaner.

* Struct.java is removed from net-utils-device-common-bpf and
net-utils-device-common-struct's source list
* Created a lib net-utils-device-common-struct-base for Struct.java
* Updated libs that require Struct.java to include
net-utils-device-common-struct-base.
* Replaced net-utils-multicast-forwarding-structs with
net-utils-device-common-struct in service-connectivity

It's error-prone to check dependent feature in both setUp() and
tearDown() to filter specific Thread tests. This commit adds
`ThreadFeatureCheckRule` and refactor the Thread tests to use the new
test rule to filter test cases.
Test: manually verified the annonated tests are skipped with
ASSUMPTION_FAILED when the dependency feature is not supported

Previously we were using TUN test network which is not eligible for mDNS
operations. The tests are flaky because we need to depend on other test
cases to connect to WiFi, which is not guaranteed. We'll use the TAP
test network to fix it.
