Per Thread spec requirement, a Thread BR should optionally publish
the vendor and model name in the "_meshcop._udp" service.
This is useful for distinguish a Google or non-Google Thread BR.

Implement the TODO to assign priority to services based on an
overlayable configuration.
This changes the default priority from 0 to MAX_VALUE, as higher
priority values are less prioritized, so services not in the priority
list should have a high value. There is currently no user of the API
depending on the priority, so the change should not affect clients.

Ethernet interface naming is not consistent on Linux.
While some USB ethernet dongles show up as eth0,
others might show up as usb0.
This CL changes config_ethernet_iface_regex to "*" which stands
for "use Android version specific default". The default will
include both usb\d+ and eth%d named interfaces on Android V+.
Android T/U will continue to only include eth%d interfaces
(note that the "+" is a new addition which is highly unlikely
to have any actual effect, but is more technically correct).
This reverts commit ac6ff00b83
with change of U+ to V+ minimum.
Reason for revert: Change from U+ to V+

On mobile networks it is more likely that the user needs to top up or
get a mobile data subscription, rather than "sign in" as the previous
messaging was suggesting.
Following feedback from interaction designers / UX writers, change the
strings to be more appropriate for the most common use-case.

Currently, config_networkAvoidBadWifi is customized in aosp
for only 2 Verizon mccmncs: 310-004 and 311-480.
However, from TAM feedback, there are few mccmncs
which are not customized yet. Explicitly add them to resources,
and linking files together.

Going forward targetSdkVersion would be set by build system.
It would be by default set to 10000 before SDK finalization,
and updated to the new API level after finalization.
Effectively it would mean:
1. '10000' in aosp and internal master
2. Finalized number in development branches like "33" in "tm-dev"
3. As sdk hasn't been finalised in "udc-dev", it would be "10000"
which would be automatically updated to finalized version after sdk finalization.
Removing the target sdk version declaration from the blueprint and manifest files.

2. outputs 10000 in master
