Remove a useless comment ... b/145383354 is obsolete and this works as is (or we'd have found out by now). Also min SDK version is set in the bp file and would be overridden anyway. Change Tethering package name ... ".apex" is easy to confuse. [Tether17] create com.android.tethering.apex package ... Add APEX com.android.tethering.apex for tethering module. It have tethering apk now and would have jar and library in follow up CL.
