This CL refactors IntegrationTestUtils class to Kotlin. As more test
cases are introduced, it's likely we'll add more code into this class.
It's worth a refactor of the code so that we can write the new code in
Kotlin which is more concise and safer.

Currently the test case is disabled because it's unstable on some branches.

This commit handles the ot-daemon crash by automatically restarting it
and rejoin the network if ever joined.
This also fixes the address not deleted issue in TunInterfaceContorller.

This implements a basic border routing test case (ping) and demonstrates a
valid test environment for Thread Border Router test cases.
Later we can add more packet verifications and more test cases.
