BpfNetMapsReader is loaded to bootclasspath. So this class should not
contain unnecessary codes.
To make this clear, this CL renames to NetowrkStackBpfNetMaps and add
comments

Summary of major changes in this CL:
1. update javadoc in AdvertisingRequest to start with one line
2. update ttl API document to ve clearer that values smaller than 1
second is discarded
3. Remove redundant constructors of MdnsServiceInfo
4. add tests for MdnsRecordRepository to verify that addService works
with non-null TTL
Other comments needs more consideration and relatively larger change, so
tracked in separated child issue of b/327619631

These VPN related tests are considered as non-connectivity-module
tests as the corresponding sources are inside the platform
code instead of module. From architecture point of view, these
test would be better to place together with their sources in the
same git so that the tests do not need to restrictions(e.g. SDK
check) to fit into the module tests.

To support Thread Border Router use case, an Android device needs to act
as a mDNS service discovery (RFC 8766) & advertising proxy (
https://datatracker.ietf.org/doc/draft-ietf-dnssd-advertising-proxy).
This means it needs to advertise and discover DNS-SD services of custom
TTL value on behalf of other devices.
This commit fulfills this requirement by adding TTL getter/setter to
NsdServiceInfo. When registering a service, the specified TTL will be
used for corresponding resource records.

This commit adds support of regsitering a service with a custom
hostname. This is required to enable Advertising Proxy feature for Thread
devices.
For example:
```
NsdServiceInfo info = new NsdServiceInfo();
info.setServiceName("My Service");
info.setServiceType("_test._tcp");
info.setHostname("MyHost");
info.setHostAddresses(List.of(address1, address2));
nsdManager.registerService(info, PROTOCOL_DNS_SD, listener);
```
This CL also adds two new error codes for service/host registration
conflict: `FAILURE_SERVICE_NAME_CONFLICT` and
`FAILURE_HOST_NAME_CONFLICT`.

With this change, a service can be discovered with subtype with:
```
nsdManager.discoverServices(
new DiscoveryRequest.Builder("_http._tcp", PROTOCOL_DNS_SD)
.setSubtype("_printer").build(),
executor, listener);
```

NsdService switched from Netd native solution to Java solution on
Android U. MDNS service provided by Netd will be removed from Android V.
1. Stop registering native mdns service from V.
2. Stop startDaemon() in NsdManager from V.
3. As a double safety, return early in NsdService methods that call the
native mdns service when platform version is V+.
4. Modify NsdManagerTest to cover V+ behavior.

This commit builds upon CL aosp/2817455 by adding a new NsdManager API to
update registered services directly, eliminating the need for exit and
re-announcement messages. This preserves compatibility with existing
apps without requiring an API bump. If an app registers a service with
the same listener and NsdServiceInfo, it's treated as an update request.

The NsdManager constructor creates a new thread, which is not
intended to be closed. However, the test in NsdMangerTest and
NsdServiceTest create a new NsdManager instance, resulting in a
large number of threads running during the tests. This can lead
to an out-of-memory error for the tests. To resolve this issue,
use the common singleton thread ConnectivityThread to handle
tasks from the various instances.

This is needed for data stall detection mechanism in NetworkStack
to get the information about whether the network is blocked for
a given uid and conditions. Because the API will be called
frequently from NetworkStack to resolve all status for all uids
on the device, the API cannot call into the service which
creates IPC. Instead, the API need to directly access bpf maps
in the user process to retrieve the status. In this case the
user process is the network stack, the access control is provided
by linux file permission and selinux.

A helper class to *read* java BpfMaps. This is designed to
provide direct bpf access in the caller process through
ConnectivityManager APIs.
The change also removes any statical link to
net-utils-device-common-struct from service-connectivity.
This is because net-utils-device-common-struct is already
included in framework-connectivity. Including it again in
service-connectivity would create a r8 build fail by circular
dependency.

- Watches don't support VPN apps.
- The HostsideVpnTests CTS tests are already skipped on watches.
- The tests for VpnManager VPNs do run on watches, but there isn't
actually a way to start a VpnManager VPN on a watch because there is
no way to display the consent dialog to the user.
- The VpnService CTS tests verify the VpnService API on watches
bypassing the consent dialogs.
- Because there is no way to start a VPN app on a watch, there's no
point requiring the VPN CTS tests to pass.
This CL disables the remaining VPN CTS tests on watches. This allows
watches to disable the VPN service, reducing startup time and memory
usage.

Follow-up from commit Ie60829a65d0d9b5b63ad353695a820c0586e3665,
the interface field was cleared before returning the result to
the caller. However, this can cause problems in the
NetworkStats#subtract method. If the interface field is cleared,
the findIndexHinted method can match to a wrong entry.
This is because the keys of multiple entries will now be the
same. This can cause the subtract result to be unexpectedly
large and the return value of getUidStatsForTransport to be
mismatched with the values retrieved from other APIs.

The ConnectivityResources class is only usable with QUERY_ALL_PACKAGES
permission, so it is not generally usable in framework-connectivity. It
is also backed by the ServiceConnectivityResources APK, which is
intended as resources for service-connectivity.
Move the class to service-connectivity and update callers. CTS needs a
way to determine the supported keepalive count as it used the
resources from KeepaliveUtils as @hide API, so provide a
ConnectivityManager @hide API for testing.

matchesWifiNetworkKey expects a non-null value of the
wifiNetworkKey, however, it might be null in practice
and the null wifiNetworkKey will be stored into disk.
And then when the matchesWifiNetworkKey is called, the
requireNonNull will crash the system. Thus, remove the
requireNonNull from matchesWifiNetworkKey to avoid
system crash and handle if the wifiNetworkKey is null
then it should not match a template with non-empty

Check if WifiInfo contains a null network key then skip it
to prevent adding the identity to the network identity set.
Also, add a Log.wtf when setWifiNetworkKey(info.getNetworkKey()),
