Disable shared version of libtetheringflags
- since the flags are readonly there is no real content to this,
and it should be statically linked for compile/link time optimization
(which should basically optimize the entire library out)
Use C++ magic to compile time verify the macro and flag are in sync.
The way this works:
constexpr auto useLibBpf = COM_ANDROID_TETHERING_READONLY_FLAGS_USE_LIBBPF;
^ this basically requires the macro to resolve to true/false, so that 'auto' resolves to 'const bool'
static_assert(std::is_same<decltype(useLibBpf), const bool>::value, "useLibBpf must be a boolean.");
^ which we check here
static_assert(useLibBpf == com::android::tethering::readonly:🎏:use_libbpf(), "useLibBpf flag mismatch");
^ and this then requires the macro and flag to be identical *and* compile time known

These are dummy no op test flags meant for testing mainline beta
flagging and workflow infras. Will remove them once the test has
completed.

Going forward flags will also be used instead of legacy flags for
flagging changes that do not involve new APIs. Clean up the build rules
to move them from FlaggedApi.bp to the main Android.bp (since there are
no branch differences anymore), and fix the comment.

A helper class to *read* java BpfMaps. This is designed to
provide direct bpf access in the caller process through
ConnectivityManager APIs.
The change also removes any statical link to
net-utils-device-common-struct from service-connectivity.
This is because net-utils-device-common-struct is already
included in framework-connectivity. Including it again in
service-connectivity would create a r8 build fail by circular
dependency.

Add aconfig_declarations so that platform code can use this flag.
Following CLs(aosp/2606670) use this flag to sync the mainline behavior
change and platform behavior change.
Having merged-in to avoid being merged to udc-mainline-prod where
aconfig soong targets are not supported

This CL does not have Merged-In since all the branches should have the
aconfig file so that adding flags to the file does not have conflicts.
Following CL adds aconfig_declarations to Android.bp only on branches
