As part of moving DeviceConfig.java to packages/modules/ConfigInfrastructure, We need to add ConfigInfrastructure lib dependency to Android.bp as DeviceConfig APIs will not be part of the non-updatable part and will not be part of the base module_current SDK so we have to add an explicit dependency.
