Prepare to move VCN: Define utility lib for framework VCN

This is a preparation CL before moving VCN code from frameworks/base
to p/m/Connectivity/

This CL defines a utility lib so that the VCN framework code can
use HexDump. With HexDump, VCN will define another lib for the IPsec
module.
