[Thread] Mark ThreadConfiguration#isDhcpv6PdEnabled() as @hide

This CL marks ThreadConfiguration#isDhcpv6PdEnabled() as @hide because
there's no way yet to set it as enabled. When PD is implemented, we'll
expose this API as System API.
