This reverts commit 2e1a4aefef.
Power off alarm is not set via alarmtimer now. Remove the changes
of power off alarm's previous design.

Android does not support powering-up the phone through alarm.
Set rtc alarm in timerfd to power-up the phone after alarm
expiration.
